Suggestion:
While the website is still being set up, have it temporarily use an already-created placeholder page. The placeholder page could display the link to the website that will eventually be available.
Anyone should be able to view the placeholder page without signing in (although signing in could be optional). However, to edit the website, users should be required to sign in with the account that created it.
