Can't install application for the reason of set_time_limit() and open_basedir

Please sir help my project to solve the installation problem. When i install the application in application install page showing this type error

? open basedirError. open_basedir has value. Please clear value for open_basedir from php.ini

And

?set time limit : Error. set_time_limit() is not enabled. Please enable set_time_limit() function.

Please sir help me
